MTAS Model Ordinances

MTAS Model Stormwater Utility Ordinance

MTAS Model Stormwater Ordinance*

*The Model Stormwater Ordinance, as written, is not a stand alone document. No Stormwater Best Management Practices (BMP’s) are incorporated in the body of the ordinance. Rather, the Model Ordinance adopts two BMP Manuals by reference, the Tennessee Erosion & Sediment Control Handbook and the TDEC Guide to the Selection & Design of Stormwater Best Management Practices. The Model Ordinance will not be complete without the adoption by reference of these, or some equivalent, BMP manuals. The only other alternative would be to write BMP’s into the body of the Model Ordinance, which MTAS does not recommend.

Best Management Practices (BMP) Tool Kit

The MTAS NPDES Phase II Stormwater Management Best Managment Practices (BMP) Toolkit is designed to provide permittees information on best management practices for each of the Six Minimum Controls required in the Phase II Permit.

Further, it is MTAS's goal, through providing this information, to promote the Phase II Communities' better understanding of the permit application process; what is expected and required of them; what resources/tools are available to them for completing the application and developing a local stormwater management program; and how they might use the resources/tools in their program.

The Six Minimum Controls:

Phase II Stormwater BMP Selection Guide (U.T. Energy, Environment, and Resources Center)
